• Risk assessment based on the hazard study,

• Emergency response organisation.

Definition of a crisis management structure:

• The crisis unit, a decision-making body: composition, stakeholder skills (internal operations director, observation function, logistics function, intervention function, operations function, external relations function, …),
• Field skills (emergency services reception, ESI, EIT, EVAC managers, EPI, …),
• External support: emergency services (firefighters, gendarmerie, …).
